    I believe certain regions have the capacity to change much faster than others. "A healthy speed of change" could include economic situations which could arise if changes are made too fast.

    No, they are just enjoying and wisely investing their revenues from oil, another 20years and the Middle East with the BRIC nations shall be ontop, the traditional G20 shall then look very different with the modern G20, who knows certain African countries shall make it too.
